To protect the parking brake shoes aka " the dinky drums" from the elements, yes.

Nothing bolts to them though.... IIRC.

What about the two pins holding the shoes to the dust cover? Don't need em?

Well in that case.....yes. The last rear disc brake Neon I had was the '95 sport. Which I sold a year ago, so forgive me if my memory is a little fozzie, er I mean fuzzy.

Last question, does it really matter what caliper is on what side, cause I had them sitting there and I don't know what one goes where.

you need the backing plate so the ebrake cable will mount its pretty much impossable to get the ebrake to work if u dont have a plate and belive me there not cheap from the dealer. go junkyardin there still out there. and yes there side specific but thats an easy task toi figure whats what. the bleaders have to be on top if u put them on the wrong side the bleeder will face the ground and u wont be able to bleed them because the air would sit in the top of the caliper
