Nice Plymouth style coupe.
Does it really have a DOHC lurking under the bulge hood or is it the SOHC like most styles have?
The tail pipe says your a SOHC.
but that can be a lye if its not a stock muffler.
I say style because for the few years there was a Plymouth neon they did the beige and brown interiors.
However most styles have power options and where in production 97/98/99.
If you need interior pieces your going to have a challenge sense most neons are the mono grey.

im not exactly sure how to tell someone i guess tried paintin the valve cover and now its just looks like all the paint is stripped off .... how do u tell ?

If your plug wires are more forward to the intake and the valve cover has a smooth look then its a SOHC.
If you have a lumpy valve cover and the plugs are more centered then its going to be a DOHC
Just take a picture of it, and we all can tell you.

its a SOHC def. lol i can tell my the valve cover mine is flat looking i have a universal cold air on my 03 eclipse that i would like to take off and put on the neon but not exactly sure how to put it on neon. It supposed to me universal for all cars and trucks... bought it at advanced auto parts.

Nothing wrong with a SOHC motor. a lot of untapped potential can be found, its all on how much funds you have or are willing to put into it.
Most kits youll find for your neon is a hot air intake, if you want something more in the reach of a cold air, then youll have to do the 3.0/3.3 caravan mod, or find a iceman intake. these will locate your filter near the front core support and the trany under the battery. the only drawback is water can be sucked up (from puddles or a good rainy day) and cause engine failure via hydro-lock.
I ran a iceman on the 99 for a year or two before going balls out on the monster turbo engine build.
