Get a new cluster, or

borrow a scan tool and see if you get a reading from the speed sensor, no reading, get a new speed sensor, if it has a reading, get a new cluster, or re-solder the contacts on your old one.

my book says the car won't start without the speed sensor? I'd try the solder trick or find a cluster at the junkyard... if you want to go the autometer way just be shure they will work with the car. (some need a mechanical imput.
