is my ignition switch going bad?

ok im having an issue with my starter. when i start my car sometimes it stays engaged against my flywheel, or its even done it to me while i was driving a few times. lol you should have seen me frantically trying to get off the road in a hurry. so i was thinking, easy fix, change the starter and youre done. nope, changed the starter, and the first turn of the key was the same grinding sound like i was trying to start a car thats running......... do you guys agree? ignition switch malfunction? thats the only thing i can think of that would make the starter stick open, or just engage at any given moment driving down the road.
