You probably have a seized pulley. Pull the belts off and spin each pulley.

You can use a 97-99 PCM, but you need to modify your wiring harness by moving a pin for the fan control.

It wont be severe. The vibration will increase with RPM, but it wont be bad. Less severe than running urethane engine mount inserts. Its a different type of vibration than what you would typically think of, so you may not notice much of a difference.

Throttle position doesn't affect oil pressure. Engine speed does. The pump will produce more pressure as RPM's rise, until the bypass valve opens at a pre-determined pressure. Slotted or drilled rotors are pretty much useless on a neon. They take away precious surface area on the rotor, which equals less material for the pad to contact. You can leave the pump, but you would want to remove the guts first. Depending on the design, the bearing may not survive long without fluid.

If you want it to sound like an SRT-4, get a turbo. Your NA 2.0L is not going to sound like an SRT-4 no matter what exhaust you put on it.

The factory dual fan setup will bolt on and plug in without problems. There is a difference in the wiring between years, however. I do beleive 95 and some 96 neons have different fan wiring connectors. There is a jumper harness that is used with the dual fans, make sure you get it.

You can also call ARP's tech support if they are indeed ARP screws. I recommend the bolt stretch method if you have access to a stretch gauge. Bolt stretch is a more accurate way of tightening.
