you should still have continuity between the pcm, pdc and connectors with the green/orange wire.

sounds like a ground problem. pin out the green/orange and black/blue wires from the connectors to the pcm terminal.

oe/high quality cats use a coating of platinum over the element. cats are worth a ton for that reason.

all codes will repeat themselves if they are set for more than three drive cycles.
After three they go into memory as a history code, but if they are still setting they'll stay resident in both history and as a pending code.
