Left Turn Signal Indicator light
Why would it come on when you press the brakes? lol
1998 Dodge Neon R/T
Faulty multifunction switch. There was a TSB released back in the day about it. If you push up on the turn signal lever just a hair it will quit doing it until you use your left turn signal again. Easy to replace and cheap at the junkyard. I had the same issue a couple years ago. It's a good way to get pulled over. When you hit your brakes and that light on your dash comes on, the brake light on that side is out.

Awesome what I was thinking, would it also have anything to do with the front turn signal not working and the rear blinks fast like there is a bulb blown. As of now the Indicator light stays on always after you pull the switch for the headlights and socket is fine. So Im like WTHjamieely wrote:Faulty multifunction switch. Check your bulbs and pigtails on the turn signals you are having issues with. I have had a couple of the contacts in the socket not make good contact with the bulb and it burnt the contacts on the bulb and didnt make good contact and made it flash real fast.
