Tie rod end help

Well guys been trying to get the tie rod end on my passenger side got the one by the rotor off but the second one is a bitch and can't seem to get it tips? Also is the second bolt a 22mm metric? cant get it off soon just gonna hacksaw it off.

Vice grips on the rod itself and use lots of wd-40. You should leave the end attached to the knuckle before trying to loosen the jam nut. Try using an adjustable wrench on the jam nut. Some hammering and cursing should so the trick.
