what should i upgrade my brakes rotors and pads to that are better then stock

and does the crossed drilled rotors really work better then the stock

and what brake calippers should i get

Unless you autocross or road race you will never notice a difference, except you will be changing your pads quite frequently with drilled and slotted rotors. No need for bigger calipers unless you increase the size of the rotor.

Slotted or drilled rotors are pretty much useless on a neon. They take away precious surface area on the rotor, which equals less material for the pad to contact.

I would recommend using Hawk HPS pads and normal rotors. Tire Rack sells Centric rotors that are very nice, I recommend the Cryo-Stop rotors if you want to spend a little more.

I have been running the Baer Delca rotors with Hawk pads for a while (Granted the car does Auto X), but the difference is great. Very happy with the performance. Wear is not that severe.
