Its ok for tuning, plenty of people use them, but from experience I can say MS is really where its at in the world of tunning....

The install is a little funky, I don't know if I'd want to do it, but its not hard. They can be had for $100 to $150 on the forums.

I have had the SAFC in my car, now I currently have MS. Obviously, there is a world of difference between the two. It really depends on what you are trying to tune. An SAFC is very good for tuning N/A engines. It can also be used with forced induction, but it wont give you near the tuning capabilities a stand alone such as MS would.
I used an SAFC II in conjunction with an FMU on my original turbo setup. The SAFC was basically just used to fine tune.
