It is not gonna be a huge difference. You will notice a small gain. But if you are removing PS you might want to think about upgrading to a manual rack.

You can actually buy a reman/new manual shadow rack for like $100-$130.

I did a PS and AC delete on both of my 1gn's. The ACR rack is harder to turn than the standard rack. A PS delete is worth 7HP, and the AC delete is worth 1HP even with the AC off. Plus, all the weight is gone. I just looped the lines. However, if you lower your tire air pressure a good amount, or have very sticky tires, you will notice. Going from my drag radials aired down to 15PSI to my street tires aired to 40PSI it felt like I had PS again.

Like Iangully said, it isn't too bad at all unless you are driving at slower speeds. Chances are, once you delete your P/S, and you drive around for a while, then you drive another neon with P/S, you will regret removing yours. If you really need the 7hp for racing, go for it.
That's experience I myself and a few others I have known have experienced. It's all personal preference.
I took my A/C out and left my P/S in.
