I've always though that the neon's power steering was way overboosted. Like the hand of god was helping you turn the wheel. When I first removed my power steering, I left the 18:1 rack in and just looped the lines. It was difficult under 5mph at first, but almost normal after that. Then I found a base model neon in the junkyard and pulled whatever I wanted for $150! Decided to try the rack out. It solved the low speed steering effort problem, but it turned into a schoolbus! Bad for the twisties!
In this neon now I have a 16:1 vented rack and it's great! I wouldn't have it any other way. If you want to remove your power steering leave the rack open! Still handles great and feels just right, I'd look for the 16:1 rack in the junkyard though.
